I use Fins AI for just the difficulty and on the main page that pops up, click the button that turns off all spawn changes. Then download Lua’s Spawn Rework, it’s a very easy to use config that gives you complete control of spawn waves, what spawns, when it spawns, etc. For gear Variation there is another couple of mods that you can use ...

Deleted everything except for Fin’s AI Tweaks, still had the same issue. Disabled all spawn changes within config for Fin’s AI… that didn’t do it either. Deleting the mod entirely reverts things back to normal and the enemies are back, so it’s definitely something with Fin’s AI mod.

Ive messed with the config of the ai tweaks to make all raiders and scavs to pmcs.
